1973- Bachelor of Arts Degree (with Distinction)in History, University of Rochester (elected to Phi Beta Kappa).

1976- Juris Doctor, Columbia University Law School. Managing Editor of the Columbia Journal of Law and Social Problems.

1976- Masters in Business Administration, Columbia University School of Business Administration.

2005- LL.M. in Taxation, University of Miami School of Law.
Public service and Training

Ms. Tell is a Florida Supreme Court Certified Family Mediator, Circuit Civil Mediator and County Court Mediator, as well as a Certified Mediator in the Southern District of Florida.
Ms. Tell has mediated and arbitrated thousands of cases since 1990 involving family law issues, commercial litigation, personal injury claims, employment law, real estate disputes, and first and third party insurance claims.

Fluent in Spanish and has mediated and arbitrated over 250 cases in Spanish.
As a Primary Trainer, Ms. Tell has trained hundreds of Qualified Arbitrators eligible to serve as court-appointed arbitrators in mandatory arbitration cases in the State of Florida, and has assisted in training hundreds of mediators in Florida Supreme Court Approved Circuit Civil Court and Family Mediation Training programs.

Taught Negotiation, Collaborative Problem Solving, Mediation and Arbitration classes for three years as an Adjunct Professor at Nova Southeastern University School in the Masters and Ph.D. Program in Conflict Resolution.

Served as the President of the Association of South Florida Mediators and as Editor of their monthly newsletter.

Currently serves on the Florida Supreme Court Alternative Dispute Resolution Rules and Policy Committee and Mediation Training Review Board.

Frequent presenter at the Florida Supreme Court Dispute Resolution Annual Conference, presenting on such topics as arbitration case law update, divorce taxation for family mediators, arbitration training, pitfalls in drafting marital settlement agreements, and mediator liability.

Formerly served as a Special Magistrate for Code Enforcement of the City of Riviera Beach and as a Special Magistrate for the Broward County Value Adjustment Board.
